How do I fix Outlook’s action cannot be completed error?

Outlook Profile should be deleted.
  1. Another option for resolving the Exchange is unavailable error is to delete the current Outlook profile and create a new one. To do so, hold down the Windows key and the R hotkey.
  2. Click the OK button after typing 'Control Panel' into the Run box.
  3. Select All Control Panel Items from the navigation bar by clicking Control Panel >. Then, to open Mail Setup, click Mail.
  4. To view the General tab, click Show Profiles.
  5. Select the profile you want to remove from the list and click the Remove button.
  6. Close the Mail Setup window after that.
  7. After you've deleted the existing profile, Outlook will prompt you to create a new one.
  8. Now check if your problem is solved or not
