During the International Olympic Committee’s 134th session, Indian Olympic Association (IOA) President Narinder Batra and IOC member Nita Ambani proposed to host the 2023 session. An IOC Session is the general meeting organized annually for the members of the Committee, in which each member has one vote. Indian Olympic Association is the IOC's supreme organ and its decisions are final for the committee.

The power of a Session includes adoption or amendment of the Olympic Charter, the election of members of the IOC, Honorary President and honorary members, the election of the President, Vice-Presidents and all other members of the IOC Executive Board, and the election of the host city of Olympics. Along with this, the year 2022-2023 will happen to be the 75th Year of India’s Independence and is expected to be the best way to mark the 75th anniversary by having the entire Olympic community in India.

Earlier, India tried its hand to host the ongoing session of IOC but somehow lost to Milan the Italian city. However, later on, Milan had to withdraw its name as Italy decided to bid for the 2026 Winter Games due to an IOC rule does not allow its host city candidates to be elected in their native country. Apart from that, India has firstly hosted the International Olympic Committee Session in 1983 in New Delhi. However, for 2026, Winter Games the Italian cities Milan and Cortina received 47 votes to host the games.
