If your device won't start-up in the first place, it appears that the regular system restoration method (through iTunes) won't work. You'll have to resort to Recovery Mode in this instance. Press and hold the Power button to enter recovery mode, then slide to turn it off. If your device isn't responding, press and holds the power button. For a few seconds, press and hold the Power and Home buttons at the same time. If the problem is with the operating system, it should quickly boot into recovery mode. If nothing happens, it's time to have your iPhone repaired.

If the operating system (iOS) is frozen or corrupted, your iPhone may also not turn on.
