I understand that a bill may be referred to a parliamentary standing committee, but I’m not clear on how often that happens or what the committee can change. Does committee review meaningfully shape a bill, or is it mainly a chance to collect comments before Parliament votes?
I’d be interested in how referral decisions are made and whether the public can follow the committee’s recommendations.
