A high court judge has the authority to overturn a government rule if it is found to be unconstitutional or not passed in accordance with the law.
On the other hand, the executive bodies, by failing to obey the orders of the honourable judge in a timely and appropriate manner, force him to state that his power is limited.
To summarise, a chief minister's powers are far greater, and thus a chief minister of a state is more powerful than a high court judge.
