Why does an Active FTP not work with network firewalls?

The biggest issue with having an active FTP client is that it does not connect to the servers' data ports. It tells the server what port to listen on and returns it to the client's default port by simply pointing to any available port.
If you're experiencing trouble connecting to FTP, a firewall could be the cause. When attempting to connect to a server IP, you may encounter difficulties determining whether your firewall has been obstructing the connection.
After searching for Windows Firewall, hit Enter to bring up the Start menu.
Allow a feature or app to be enabled through Windows Firewall.
To alter the settings, click the Settings button.
If the server should be on both a private and public network, do not block it.
