You should be aware that the Start menu issue occurs with every Windows 10 upgrade, so you're not alone. Microsoft has also created a troubleshooter to help detect and fix problems with the Start menu, at least temporarily. Run the Start menu troubleshooter by clicking the download link and following the wizard's instructions.
Download and install the most recent Windows 10 update.
Because you can't reach the Settings option in the Start because of the significant issue, let's go around the Start and find the spot where the update is available.
Step 1. On your keyboard, press the Windows + R keys together to open the Run box. In the empty box, type ms-settings: and hit enter.
Step 2: Select Update & Security from the Settings menu, then Check for Updates. You should go to System > About > Version if you're using Windows 10 version 1511. To install the most recent update that is currently available on your PC, follow the wizard's instructions.
