Make sure Location Services is turned on and Maps is set to While Using the App or Widgets in Settings > Privacy > Location Services.
Make sure your device's date, time, and time zone are set correctly. To change the date and time, go to
Settings > General > Date & Time. Use Set Automatically if at all possible.
Check that your cellular data or Wi-Fi is turned on and that your connection is active.
Start the Maps app again. Swipe up on the app preview to pause it, then swipe up again to close it. Then open Maps once more.
Your iPhone, touch should be restarted.
Switch to a different Wi-Fi network or try a different location.
