Both the computer and the iOS device should be restarted.
Make that the PC has the most recent Windows update installed.
Make sure you're using the most recent version of iTunes on your computer.
With the exception of the keyboard and mouse, disconnect all USB accessories from your computer. Then restart your computer, launch iTunes, and plug your iOS device onto a separate USB port.
Error 0xE8000065 could be caused by anti-malware software installed on the PC or iPhone. Update your security software or temporarily disable it on your computer.
Connect your iPhone or iPad to a separate computer to see if the problem is isolated to your PC.
