A
Bill
is a
provision for new legislation or a
change to an existing law that is presented to Parliament for debate. Bills are introduced for
investigation, discussion, and modification in either the House of Commons or the House of Lords. A Bill is delivered to the reigning
monarch for confirmation once both Houses have agreed on its text (known as Royal Assent). When a Bill receives Royal Assent, it becomes an
Act of Parliament and becomes law.
Bills can be introduced by a variety of parties, including the
government and individual Lords MPs and, individuals or groups in the
private sector. Bills are divided into three categories: public, private, and hybrid. There is also a type of public bill known as a
Private Member's Bill.
