Why Does Google Sometimes Show a Different Title for My Page?

Google is showing a different title for one of my pages in search results than the title tag I set. The page title is accurate, and I haven’t changed it recently, but the result seems to use wording from a heading on the page instead.

Does Google usually make this choice because it thinks the page title is too long or unclear, or can links and other page text influence it too? I’m trying to work out whether this is normal Google rewrites title links behavior or a sign that I should revise the title tag.
