Why Does Phone GPS Drift Between Nearby Streets in a City?

When I’m walking through a dense part of the city, my phone’s location dot sometimes jumps to the next street or briefly shows me moving when I’m standing still. It can make turn-by-turn directions confusing, especially near tall buildings.

Is this mostly a satellite signal issue, or can nearby buildings, Wi-Fi positioning, and the phone’s compass all affect urban GPS drift? I’d like to understand why the position wanders and whether the same behavior is expected across different mapping apps.
