Why Does Football Added Time Often Run Longer Than the Board Shows?

When the fourth official holds up a board showing a certain number of added minutes, the match sometimes continues well beyond that point. Is the displayed time a minimum rather than a fixed endpoint, or can the referee add more time for stoppages that happen during added time itself?

I’m curious how this works in practice, especially when a goal celebration, substitution, or VAR check interrupts play near the end of a match.
