How Can a Factory Tell a True Production Bottleneck From a Temporary Queue?

On a production line, one station often has parts waiting while the next station looks quiet. Does that automatically mean the busy station is the production bottleneck, or could the queue be a short-lived effect of changeovers, uneven batches, or a brief machine stop?

What should a team track over several shifts to distinguish a persistent constraint from ordinary variation? I’m interested in practical signs beyond simply looking at which machine has the largest pile of work-in-progress.
