Why Do Football Referees Sometimes Let Play Continue After a Foul?

I’ve watched matches where a player is clearly fouled, but the referee doesn’t stop play and the attacking team keeps the ball. In other situations, play is stopped immediately for what looks like a similar challenge.

What does the referee consider before allowing play to continue? I’m especially curious about how advantage works when the fouled team keeps possession but doesn’t create an obvious scoring chance.
