When I read about the 1918 influenza pandemic in the United States, the city-level responses seem surprisingly varied. Some places restricted gatherings or closed schools, while others acted later or used different measures. How much of that difference came from local officials, the timing of outbreaks, or what people knew about the disease at the time?
I’d also like to understand how historians compare the results fairly, given that cities did not face the same conditions or start interventions at the same point.
