Should Translated Pages Point Their Canonical Tags to the English Version?

We’re adding Hindi and Spanish versions of an English website. Each translated page has its own URL, and the main content—not just the navigation—is translated. The products and page layouts are otherwise the same.

Our developer suggests pointing every canonical tag to the English URL because the pages cover the same subject. I’m worried that this could conflict with our goal of having the translated URLs appear in search results.

How should the language versions relate?

For example, we have /en/product-guide/, /hi/product-guide/, and /es/product-guide/. We plan to add hreflang annotations between the corresponding pages.

Should each translation use a self-referencing canonical tag, or is there a reason to canonicalize all three to one URL? I’d also like to understand how this differs from two English pages aimed at different countries, where most of the wording really is identical.
