Should Translated Pages Canonicalise to the English Version or to Themselves?

We have English, Hindi and Spanish versions of the same service page. Each translation has its own URL, translated navigation and a contact form in the appropriate language.

Our SEO plugin currently points the canonical tag on all three pages to the English URL. We have also added hreflang annotations for translated pages, linking the language versions to one another.

Are these settings sending conflicting signals?

I want the Hindi page to appear for relevant Hindi searches and the Spanish page for Spanish searches. However, our developer says that using one canonical URL prevents duplicate-content problems because the pages describe the same service.

Should each translation have a self-referencing canonical tag, or are there circumstances where consolidating them under the English URL makes sense? What should I check in Search Console to understand which version Google is selecting?
