While revising modern Indian history for UPSC, I keep mixing up separate electorates and reserved seats. Both sound like arrangements intended to secure representation, but I cannot clearly explain the difference in who gets to vote for whom.
The part I cannot picture
The 1932 Communal Award and the Poona Pact are often summarised as a shift from separate electorates to reserved seats within joint electorates for the communities described in the documents as the “Depressed Classes.” That summary leaves me unsure about how the elections would actually work.
- Under the Communal Award, who would have voted for these representatives, and what voting rights would those voters have had in general constituencies?
- Under the Poona Pact, how did the primary election stage relate to the final election?
- Why did the difference matter to Ambedkar’s concern about independent political representation?
Could someone explain this using a hypothetical constituency? I want to understand the Poona Pact electoral arrangement before reducing it to a few lines in a Mains answer.
