Why Do Potatoes Turn Green in a Pantry That Gets Little Light?

I keep potatoes in a cupboard away from the window, but some still develop green patches before I’ve had a chance to use them. The pantry isn’t completely dark, though, and the potatoes are stored in a paper bag.

Can ordinary room light be enough to cause green patches on potatoes, or should I be looking at another storage condition? I’m also unsure whether a small patch means the whole potato should be discarded.
