If a U.S. president ordered military action against Iran, how much say would Congress have before the operation began?
I’m trying to understand the difference between a president’s authority to respond quickly to a threat and Congress’s power to authorize a longer military campaign. How do the War Powers Resolution, congressional declarations of war, and later votes on funding fit together in practice?
I’m interested in the legal process rather than a partisan judgment about any particular administration. At what point would lawmakers be expected to approve, limit, or end an operation?
