How effective is the Election Commission's Model Code of Conduct during elections?

Every election season, we see candidates making promises that clearly violate the MCC, yet action seems to be taken selectively and often after the polls are over. Does the Commission actually have enforcement teeth, or is it more of a moral guideline? I would love to hear from anyone who has filed a formal complaint and what the follow-up looked like.
