A recent investigation by RFI reported that Ukrainian military personnel have been operating in Libya, and that Ukraine was behind a strike on the Russian gas carrier Arctic Metagaz. This is part of a wider pattern that has surprised many observers: Ukraine taking the war to Russian interests far from Ukraine itself.

The logic is sanctions enforcement by other means. Russia keeps its economy going through a 'shadow fleet' of tankers and gas carriers that move oil and LNG to buyers willing to ignore Western restrictions. Those ships are hard to touch legally. Ukraine has decided that if the sanctions regime leaks, it will plug the leaks itself, using drones and, apparently, special forces.

Libya matters because Russia has built a significant military presence there, supporting one of the factions in the country's long civil conflict. Russian bases in Libya are staging points for operations across Africa. If Ukraine can disrupt that network, it raises the cost of Russia's global ambitions without having to win a single battle in Donbas.

It is also risky. Operations in third countries can go wrong, and they give Russia a talking point about Ukraine being the destabilising party. But Kyiv seems to have decided that the alternative, watching Russian revenue flow untouched, is worse.
