The pilot project was launched to develop and enhance the standards of the beaches. The main focus of the project is the cleanliness of the beaches. Dr Mahesh Sharma the Minister of State (MoS) for Ministry of Environment. Forest and Climate Change replied to a question in the Lok Sabha (the lower house of the Indian Parliament).

The “Blue Flag” is a certification from the Formation of Environmental Education (FEE). According to the Formation of Environmental Education (FEE), a beach should meet the stringent standards of cleanliness and the basic amenities. Formation of Environmental Education (FEE) is a non-profit, non-governmental organization formed in 1981. The headquarters of the organization is in Copenhagen, Denmark. Earlier this organization was known as Formation of Environmental Education in Europe (FEEE), but in 2001 the term Europe was dropped from the name of the organization owing to the rising interest across the world, thus the organization was renamed as Formation of Environmental Education (FEE).

The Ministry of Environment, Forest and Climate Change is a portfolio under the Government of India with the headquarters at Indira Paryavaran Bhavan, Jorbagh Road, New Delhi. The ministry came into existence in 1985. The annual budget of the ministry is ? 2675.42 crores (US$400 million). The ministry is responsible for the planning, implementation and promotion of the various environmental and forestry schemes. The main function of this ministry is the conservation of the flora and fauna of India and prevention and control of pollution, land degradation, afforestation etc. this ministry is also responsible for the conservation of the national parks of the country. Indian Forest Service (IFoS) is under the direct control of this ministry. Dr Harsh Vardhan is the current Minister of Environment, Forest and Climate Change.
