The  minimum requirement for applying to AdSense:

• You must be at least eighteen years old. You don't already have an AdSense account linked to your Gmail account. You have a functioning website that complies with Google's terms of service. Your website has been up for at least three (3) months.
• You must be at least 18 years old.
•  You Must Have Ownership and Control Over Your Website
• our website must have original and engaging content.
•  Your website must have easy navigation.
• Fake Traffic Must Not Be Circulated
•  Your content must adhere to Google's content guidelines.
• You Must Use a Supported Language 8. You Cannot Circulate Copyrighted Content
