In the union on government, the council of ministers is collectively responsible to the Lok Sabha of the parliament of India.
Overview
India also called a Union of States is a Sovereign, Secular, and Democratic Republic with having of a Parliamentary system of government. The policies of India are governed by theConstitution of India. Which was adopted by the constituent assembly on 26th November 1949 and later on came into force on 26th November 1950.
The President of India is the head of the executive power of India and the real power of the executive vests in the Prime Minister including the Council of Ministers which is headed by the Prime Minister to aid and advise the President of the union.
Article 74 (1) of the Indian Constitution
The above article has the provision which talks about the council of ministers and said that there shall be a council of ministers including the Prime Minister of India and this council will be responsible for the aid and advice to the president.
Council of Ministers
The council of Ministers consists of the Cabinet Ministers, Ministers of States including the Deputy Ministers. The Prime Minister communicates all decisions of the council of Ministers relating to the administration of affairs of the union and proposals for legislation to the president.
Generally, each department has an officer designated as secretary to the government of India for advising works to the ministers on policy matters and general administrations.
The cabinet secretary also has an important coordinating role in decision-making for the highest role and involves reporting to the Prime Minister directly.
