This is usually due to a network problem between your device and Google's servers. See if you can connect via your phone and carrier data (rather than wifi). To test your network, use the Chrome Connectivity Diagnostics plugin. A variety of difficulties can hinder your Google **Hangouts connection** if you're using it in a browser. Conflicting browser extensions and plugins, damaged computer code, and outdated software are just a few examples. By testing your webcam and microphone with a different programme, you can ensure that they are properly connected and functional. Close any other programmes that may be using your webcam and microphone at the same time as Hangouts, and if necessary, download the latest drivers for the devices from the manufacturer's website to ensure compatibility with the most recent version of your Web browser and other software on your system. \
