The U.S. at first declined to perceive the **Soviet Union**, yet **President Franklin D. Roosevelt** turned around the strategy in 1933 in the want to grow American fare markets. The Munich Agreement of 1938 was a fizzled endeavor to contain **Nazi development in Europe**. The U.S. endeavored to contain Japanese development in Asia in **1937 to 1941**, and Japan responded with its assault on Pearl Harbor.
