**India’s first state which achieves 100% primary education is “Kerala”**. **[Vice President](https://answers.mindstick.com/qa/39416/who-did-not-serve-as-the-vice-president-before-becoming-president-of-india) ‘Hamid Ansari’ declared the news officially** during his speech at the special event organized **at Kerala University Senate Hall in Thiruvananthapuram.**

Under this scheme, the government took those people under the umbrella who failed to get the primary education due to some reasons to take the primary education qualification up to the fourth standard. **The Athulyam Scheme was launched by the Kerala Government in the year 2000** with being in association with the local bodies. Under this program, **the first district of Kerala which achieved the 100% primary education in the Country was ‘Kunnur’ in the year 2001**. In June 2015, about 2.6 lakh candidates in Kerala appeared for the primary education examination and out of those about 2.2 lakh candidates qualifies the examination. **The Kerala State Literacy Mission Authority (KSLMA) has brought about drastic changes in the socio-economic phase of the state and the country as well.**
