# Why Might Claude Refuse a Harmless Question?

I’ve had Claude decline a few ordinary requests that didn’t seem to involve anything dangerous or sensitive. Rewording sometimes changes the response, which makes it hard to tell whether the issue is the phrasing, missing context, or a safety rule being applied too broadly.

What tends to trigger **Claude refusals** on benign prompts, and is there a good way to tell the difference between a misunderstanding and a policy limit?
