# How Did the Cabinet Mission Plan Try to Keep India United in 1946?

I’m revisiting the final years before independence and keep seeing the [Cabinet Mission Plan](https://answers.mindstick.com/qa/39549/after-which-events-the-cabinet-mission-plan-was-thought-to-have-become-defunct) described as an attempt to avoid partition. What I find difficult to follow is how its proposed provincial groupings and a central government were meant to address the competing demands of the Congress and the Muslim League.

How was the plan supposed to work in practice, and why did the main political parties interpret its provisions so differently? I’m especially interested in the gap between the agreement on paper and the disputes that followed.
