# If Revenue Was Fixed Under the Permanent Settlement, Why Were Zamindari Estates Auctioned?

While revising the Permanent Settlement of 1793 for UPSC, I came across something that seems contradictory. The [East India Company](https://answers.mindstick.com/qa/38849/the-affairs-of-east-india-company-came-into-the-hands-of-the-british-crown-under) fixed the land-revenue demand, yet many zamindars later lost estates through revenue-default auctions.

If their payment obligation was predictable, why was default such a serious problem? Was the initial assessment too high, were rent collections unreliable, or did the payment deadlines leave little room for a bad harvest?

## Where I’m getting confused

My notes say the settlement gave zamindars an incentive to improve agriculture because they could retain gains beyond the fixed revenue demand. But that describes the intended incentive, not necessarily their ability to collect enough money when payment fell due.

How should I connect the fixed assessment, the so-called Sunset Law, and the actual position of cultivators? In particular, did **“permanent”** apply only to the Company’s revenue demand, or did it also restrict the rents zamindars could charge tenants?
