# For UPSC, How Do I Distinguish a Money Bill From Other Financial Bills?

While revising Indian polity for UPSC, I keep mixing up Money Bills under Article 110 with Financial Bills under Article 117. The shortcut “a bill involving money is a Money Bill” does not seem reliable.

Suppose a proposed law creates a new authority, sets out its regulatory powers, and also provides for expenditure from the Consolidated Fund of India. What features would determine its classification?

1. How should I apply the word **“only”** in Article 110 when a bill contains both financial and non-financial provisions?
2. How do Article 117(1) and Article 117(3) differ regarding introduction and the President’s recommendation?
3. How does the classification change [Rajya Sabha powers](https://yourviews.mindstick.com/view/81888/rajya-sabha-chairman-powers-and-suspension-of-mps-provision) over the bill?

A comparison using one hypothetical bill of each type would help. I’m mainly trying to understand the constitutional tests, including the role of Money Bill certification, rather than memorise a list of labels.
