# Why Does an OpenAI API Response Include a Tool Call Without Running the Tool?

I’m testing tool calling through the OpenAI API and sometimes receive a response containing the tool name and arguments, but no result from the tool itself. I expected the model to run the function automatically. Is this **tool call response** meant to be an instruction for my application to execute, or am I missing a setting that makes the API handle the call?
