# How Do Satellite Operators Decide When Two Objects Are Too Close?

Low Earth orbit has thousands of active satellites as well as debris, and I keep seeing reports about spacecraft making avoidance maneuvers. What counts as a close approach in orbit, and how do operators judge whether a predicted pass is dangerous enough to change a satellite’s course?

I’m curious about how uncertainty in tracking affects that decision. A forecast can give a likely miss distance, but does the risk estimate change substantially as new observations come in?
