# What Happens to Civilian Internet Access During a Regional War?

When fighting escalates, people may lose internet or [mobile service](https://www.mindstick.com/news/2936/onewebs-mobile-service-can-match-western-prices-but-not-indias) even without a direct attack on a network. Governments can restrict access, infrastructure can be damaged, and power cuts can leave communications equipment offline.

How can civilians stay in touch with family and access reliable information if networks become unreliable? I’m also interested in how observers distinguish a deliberate shutdown from an outage caused by damaged infrastructure.
