The age-old question of who is more powerful, a high court judge or a chief minister, is one that has been debated for many years. There are many factors to consider when trying to answer this question, and no one definitive answer. 

In India, the chief minister is the head of government of each state. They are responsible for the day-to-day running of the state, and report directly to the president of India. The chief minister is also responsible for ensuring that the state legislature and the state executive are functioning smoothly. The high court judge, on the other hand, is a member of the judiciary. Our country believes in a federal system of government, so power is divided into three branches: legislative, executive, and judicial.

A high court judge also has broad authority to summon the chief secretary of the state for an explanation of any legal issues in order to protect our constitution. A high court judge has the authority to overturn a government rule if it is found to be unconstitutional or not passed in accordance with the law.
On the other hand, the executive bodies, by failing to obey the orders of the honourable judge in a timely and appropriate manner, force him to state that his power is limited.
To summarise, a chief minister's powers are far greater, and thus a chief minister of a state is more powerful than a high court judge.
