At any time, the group's or individual members' permissions can be changed by the owner or admins. In terms of personal messages, you can send them to people you don't know if your privacy settings and the other person's privacy settings allow it.
On Telegram, I'm blocking folks. When you block someone on Telegram, they will no longer be able to send you messages, send you media, or call you. You can also unblock them whenever you want.
The last saw option in Telegram can be disabled or adjusted. If someone has blocked you, the status of the blocked user will not be displayed. If you've been blocked, the 'online' status won't appear when the other user logs in.
