The President appoints a National Commission for SCs and STs which comprises a chairman, vice chairman and five other members. The 65th Amendment Act 1990, gives this Commission constitutional status. It has power to investigate every matter relating to the rights and protection provided for SCs and STs under the Constitution and also evaluate the working of the safeguards. It can enquire specific complaints with regard to the denial of rights and safeguards of SCs and STs.
