António Manuel de Oliveira Guterres is a Portuguese politician and diplomat who is serving as the 9th Secretary-General of the United Nations. Previously, he became the United Nations High Commissioner for Refugees from 2005 and 2015.

Guterres served as the Prime Minister of Portugal from 1995 to 2002 and also held the position of the secretary-general of the Socialist Party from 1992 to 2002. He served as president of the Socialist International from 1999 to 2005.

In both a 2012 and 2014 poll, the Portuguese public ranked him the Prime Minister of the preceding 30 years. The role of the United Nations Secretariat, and of the secretary-general especially, is laid out by way of Chapter XV (Articles 97) of the United Nations Charter and according to it, only Mr.Guterres fulfills his duties.
