Steps to stop the programs from reopening when booting up:

• On your PC, open the Settings app.
• On the next screen, select Accounts.
• On the left, select Sign-in options.
• On the right, scroll down to the Privacy section.
• Use my sign-in details to finish setting up my device and reopen my apps after an upgrade or restart is toggled to the OFF position.
• That is all there is to it. When you restart your computer, none of your apps will reopen.
