In the fourth week of May 2015, The Complete Story of Indian Reforms: 2G, Power, and Private Enterprise: A Practitioner's Diary was written by Pradeep Baijal, the former head of the Telecom Regulatory Authority of India (TRAI).


The self-published book made headlines because the author claimed that former Prime Minister Manmohan Singh had told him that if he did not cooperate in the 2G fraud, he would face consequences. He further said that the CBI had threatened him that if he did not comply, he would be hurt.

In addition, he stated in an interview with a TV program that the UPA administration deleted several papers relating to the 2G fraud. During the interview, he said that his accusations are not politically driven and that the former Prime Minister condoned his Ministers' actions.

According to the author, Singh disregarded his worries over Dayanidhi Maran's appointment as telecom minister in 2004 as an instance of conflict of interest. In 2004, TRAI was appointed as the broadcasting regulator, and Maran was a broadcaster.

On April 24, 2015, the book was released.
