First Science & Technology Minister of India was Vishwanath Pratap Singh. He held the office from 1989 to 1990. 

Ministry of Science & Technology was formed on May 1971. It is a key portfolio of the Union Cabinet of India. Ministry of Science & Technology is responsible for the formulation of rules and regulations along with administration related to science in technology in India. Its headquarters is in New Delhi. The Minister of Science & Technology is appointed by the President of India on the advice of the Prime Minister. The ministry includes the Department of Biotechnology, Department of Scientific and Industrial Research and Department of Science and Technology. The Minister of Science & Technology heads the ministry and is responsible for the smooth functioning of the departments under the Ministry of Science & Technology. Dr Harsh Vardhan (born on 13th December 1954) an Indian politician is the current Minister of Science and Technology (assumed office on 9th November 2014). He is also the Minister of Earth Sciences (assumed office on 9th November 2014), Minister of Environment, Forest and Climate Change (assumed office on 27th May 2014).

VP Singh (25th June 1931 – 27th November 2008) was the 7th Prime Minister of India from 2nd December 1989 to 10th November 1990. Born in Allahabad, Uttar Pradesh, India (earlier Allahabad was under United Provinces British before independence) VP Singh was the first Science & Technology Minister of India. He was from Janata Dal party. VP Singh was the Chief Minister of Uttar Pradesh from 9th June 1980 to 19th July 1982. VP Singh held the Ministry of Finance from 31st December 1984 to 23rd January 1987 under Prime Minister Rajiv Gandhi. VP Singh also served as the Minister of Defence twice from 24th January 1987 to 12th April 1987 and from 2nd December 1989 to 10th November 1990 under Prime Minister Rajiv Gandhi.
