Jayprakash Narayan convened the first All India Congress Socialists Conference in 1934 in Patna, Bihar. The conference was convened on behalf of the Bihar Socialist Party in May 1934. The conference was presided by Acharya Narendra Dev. At the conference, it was decided that a new party should be formed and thus the All India Party or the Congress Socialist Party came into existence. The founding members of Congress Socialist Party were Jai Prakash Narayan, Ram Manohar Lohia, Acharya Narendra Deva and Rambriksh Benipuri. The first meeting of All India Congress Socialist Party was held in Mumbai (Bombay) from 22nd to 23rd October 1934. Sampurnananda presided over this meeting as the president of the party.

The Congress Socialist Party was a socialist wing within the Indian National Congress. The reason behind the formation of this party was the sectarian attitude of the Communist Party of India towards the Congress. The anti-rational mysticism of Mohandas Karamchand Gandhi (Mahatma Gandhi) was also one of the reasons behind the formation of this party. The founder members Jai Prakash Narayan and Rambriksh Benipuri belonged to the state of Bihar.

Bihar is an Indian state in the eastern and the northern part of the country. The state was formed on 22nd March 1912. Every year this day is celebrated as Bihar Diwas in the state. Bihar gained statehood on 26th January 1950. Bihar covers an area of 94,163 sq km (36,357 sq mi) and is the thirteenth largest state in India in terms of area. Bihar is the third largest state of India in terms of population. As per the 2011 census, the population of Bihar is 103,804,637 and the literacy rate in the state is 63.8%. Bihar shares its borders with Uttar Pradesh to the west, West Bengal to the east and Jharkhand to the south. Bihar also shares its international borders with Nepal to the north. Bihar is formed by combining the three distinct regions of Magadh, Bhojpur and Mithila. The new state of Jharkhand was formed on 15th November 2000 by splitting the southern part of Bihar. The capital of Bihar is Patna. Bihar is of a bicameral legislature with 75 seats in the Legislative Council and 243 seats in the Legislative Assembly. There are 38 districts in the state with Patna being the largest city. Mr Nitish Kumar is the Chief Minister of Bihar. Mr Lal Ji Tandon is the Governor of Bihar. Hindi is the official language of the state.
